COMMENTS TO META OVERSIGHT BOARD:
CASE ON SCAMS FEATURES AI VIDEO OF BRAZILIAN SOCCER LEGEND RONALDO SEEMING TO ENDORSE ONLINE GAME.

RESPONSE TO CALL FOR COMMENTS BY THE META OVERSIGHT BOARD
In response to the Meta Oversight Board's call for public comments, we have contributed a detailed analysis of a recent case involving an AI-generated deepfake video of Brazilian soccer legend Ronaldo Nazário. This manipulated content falsely depicted Ronaldo endorsing the Plinco app, misleading users into downloading a different game. Despite being reported, the video amassed 600,000 views before its removal, raising critical concerns about Meta’s enforcement of policies against fraud and deepfake scams.
In our response, we highlight the socioeconomic impact of such scams in Brazil, where financial vulnerabilities and strong celebrity influence make users more susceptible to fraudulent endorsements. We critically examine Meta’s enforcement practices, questioning its recent shift from proactive moderation to a reactive, user-reporting model, which risks amplifying the spread of misinformation.
To address these challenges, we outline key recommendations, including strengthening AI-driven deepfake detection, enhancing human content review, developing region-specific enforcement strategies, tightening restrictions on scam advertising, and improving transparency in content moderation decisions.
