At the Centre for Advanced Studies in Cyber Law and Artificial Intelligence (CASCA), we are deeply engaged in the evolving conversations around AI governance. As part of our commitment to shaping responsible and ethical AI policies, we have submitted our comments to the Ministry of Electronics and Information Technology on the Report on Artificial Intelligence Governance Guidelines Development, 2025. This submission represents our perspective on the key challenges and regulatory considerations that must be addressed to ensure AI technologies are developed and deployed in a manner that is ethical, transparent, and aligned with legal standards.

Our document provides a comprehensive analysis of AI governance frameworks, addressing critical issues such as transparency, accountability, ethical considerations, and legal compliance. We emphasize the necessity of AI governance in preventing bias and discrimination, protecting user data, and ensuring responsible AI deployment. Additionally, we explore the roles and responsibilities of various AI ecosystem stakeholders—data providers, developers, deployers, and end users—while highlighting the importance of harmonizing private and public sector roles in AI regulation.

Our recommendations focus on aligning AI governance principles with India’s existing legal framework, particularly the Digital Personal Data Protection Act, 2023. We also examine global approaches to AI governance, drawing insights from frameworks like the EU AI Act and the sector-specific guidelines adopted in the United States. By advocating for a robust governance structure, we stress the need for a centralized regulatory body to oversee AI development and deployment in India.

Through this submission, we hope to contribute meaningfully to policy discussions that will shape India’s AI regulatory landscape in the years to come. We believe that fostering responsible AI governance is crucial to ensuring that AI-driven technologies serve society in a fair, inclusive, and accountable manner.
